To compete in the knowledge-based, global economy, Washington needs to raise the educational attainment of its citizens. The HECB works to meet this goal by helping develop and advance public policy that increases student access and success.
The state's 2008 Strategic Master Plan for Higher Education called for renewed state investment in higher education to enable many more students -- especially those from under-represented economic, ethnic and racial groups -- to enroll in college. Another key goal is accountability -- ensuring those who do enroll earn their degrees and certificates in a timely manner.
