Degree Authorization

Through the state Degree-granting Institutions Act, we are charged with protecting Washington consumers from substandard, fraudulent and deceptive activities at degree-granting colleges and universities in Washington. We also ensure fair business practices and adequate educational services.

State law requires that all degree-granting institutions operating in Washington obtain authorization from the HECB or be determined by the Board to be exempt. The law applies to degree-granting institutions whose activities may include one or more of the following:

  • Offer degree programs or credit-bearing courses at or from a physical location in the state
  • Recruit or advertise to state residents
  • Have a server for their distance learning programs within the state
  • Maintain any type of physical presence in the state

In determining whether to authorize an institution, we review many areas, including the institution's financial stability, business practices, academic programs, and faculty qualifications.

Authorization is not an endorsement of the institution, its program, or the program content. It simply means that the institution and its programs have met the minimum state standards to operate in Washington. It is not the intent of the law or the board to dictate what residents should study.
