Academic Program and

Facility Planning and Review

The HECB is charged with overseeing state higher education resources. A key aspect of our role is the planning and coordination of academic programs and off-campus facilities, including teaching sites and centers. Current policies and procedures are outlined in the publication: Program and Facility Approval Policies and Procedures

The policies and procedures cover seven areas of authority outlined in state law:

  1. New degree programs by a public four-year college or university.
  2. Creation of any off-campus programs by a public four-year college or university.
  3. Purchase or lease of major off-campus facilities by a public four-year college or university or a community or technical college.
  4. Creation of higher education centers and consortia.
  5. New degree programs and creation of off-campus programs by an independent college or university, in collaboration with a community or technical college.
  6. Applied bachelor’s degree programs developed by a community or technical college.
  7. Agreements between a community or technical college and one or more regional universities, branch campuses, or state colleges to offer bachelor’s degree programs.
