Strategic Master Plan for Higher Education: Update on Implementation (December 2005) - This report identifies the progress of the HECB and the state through November 2005 in achieving the goals and implementing the specific strategic initiatives of the 2004 Strategic Master Plan for Higher Education.

2006 Supplemental Budget Recommendations (Dec. 2005)

This document includes the HECB's recommendations on the
2006 supplemental budget requests submitted by the state's public four-year colleges and universities and community and technical college system.

Competency-based Transfer Pilot Project: House Bill 1909 Final Report (December 2005) - This document reports on the progress and status of a pilot project on competency-based transfer between two-year and four-year colleges and universities. Participating institutions defined transfer requirements in several disciplines on the basis of students' skills and knowledge.

Program and Facility Approval Policies and Procedures (September 2005) - This document outlines the board's process for program approval and integrates degree and program approval for the public four-year colleges and universities with the planning process for centers and other off-campus facilities.

Collaborative Efforts to Improve Student Transitions:
House Bill 3103 Progress Report (February 2005) - The report documents the work accomplished to date and planned efforts to improve student transitions between educational sectors. It focuses on three specific areas: expanding dual credit programs, encouraging students to plan and prepare for postsecondary study, and improving curriculum and instruction in high school.

The Future of Washington's Branch Campuses (January 2005)
- This report evaluates the self-studies submitted by Washington's research university branch campuses and includes policy options and recommendations on their future role and mission from a statewide perspective.

2003-2005 Teacher Training Pilot Program Grants: Final Report to the Legislature (January 2005) - This report summarizes the teacher training pilot programs funded through state competitive grants.

2004-05 Tuition and Fee Rates: A National Comparison
(January 2005) - This annual report of tuition and required fees is an abbreviated version of the 2004-05 Washington State Tuition and Fee Report for use by higher education officials and policymakers outside Washington.

Articulation and Student Transfer
(January 2005) - This publication reports on the board's progress, as required by House Bill 2382, in developing transfer associate degrees for specific academic majors and creating a statewide course equivalency system.

2005 Reciprocity Agreements and Other Student Exchange Options (January 2005) - Prepared every two years, this report reviews the current status of reciprocity with British Columbia, Idaho and Oregon, and examines other student exchange agreements.

2003-2004 Accountability Report (January 2005) - The report compares the 2003-04 academic year performance of public four-year colleges and universities against targets approved by the board for the 2003-05 biennium and baseline data from 1996-99.
