The 2008 Strategic Master Plan for Higher Education called for stepped-up state investment to raise educational attainment and meet growing demand. The plan originally called for the state's public and independent higher education institutions to increase total annual bachelor's degree production 14,000 by 2018.
Subsequently, the recession forced deep cuts in higher education funding. In 2011, the Legislature passed the Higher Education Opportunity Act, which renewed the commitment to increase degree production - this time by a total of 6,000 per year by 2018.
