Through state-level reciprocity and other student exchange agreements, some Washington students may be eligible to enroll at colleges and universities in other states and pay lower tuition rates. Out-of-state students may have similar opportunities to enroll at Washington colleges and universities.
The Higher Education Coordinating Board reports to the Legislature and Governor every two years on the status of these student exchange opportunities. Three of the largest exchange programs, sponsored by the Western Interstate Commission for Higher Education (WICHE), allow Washington residents to enroll in eligible programs in 14 western states at reduced tuition rates. In addition, Washington has a separate reciprocity agreement with Idaho.
