Every four years, the HECB is required to update the Strategic Master Plan for Higher Education, a 10-year plan for the further development of the state's public higher education system. A revision of the 2008 plan is due by December 2011.
The plan revision is being developed collaboratively with the public and private institutions, the State Board for Community and Technical Colleges, the Workforce Training and Education Coordinating Board, legislators, the Governor's Office, and numerous stakeholder groups, including students, faculty, civic leaders, and the public.
The 2008 master plan called for additional state investment to expand degree production 40 percent by 2018 at the public two- and four-year colleges and universities.
Declining state revenues and deep cuts to higher education have slowed progress toward this central goal. In 2011 the Legislature took a markedly new approach to higher education funding and accountability. New funding realities and performance measures will factor in the plan update.
